Rached Boussema is Professor at the University of Tunis El Manar – National Engineering School of Tunis (ENIT) since 1999. After obtaining the Bachelor degree in Mathematics in 1978, he passed the examination for ENSG study in Paris (France), where he received an engineering degree and doctor engineer degree, in 1979 and 1981, respectively. Meanwhile, he received a Master degree in Mathematical Statistics from the Pierre and Marie Curie University in 1980. After his return to Tunisia in 1981, he obtained a teaching researcher position at ENIT. In 1994, he obtained his Ph.D. at the Faculty of Sciences of Tunis.

Rached Boussema has a long-standing international experience in evaluation and quality assurance, both as a former responsible for these activities and as an expert evaluator. As formerly responsible for Tunisian higher education reforms, he designed and implemented higher education reforms (LMD reform, improving the quality and employability of higher education courses, entrepreneurship and innovation development, etc.) and supervised evaluation, quality assurance and accreditation activities. In particular, he has conducted work on the development of quality, professions, skills and training standards, as well as institutional projects for universities. Moreover, he developed and launched the Tunisian Quality Support Program as part of World Bank funding in 2006. He has set up a monitoring and evaluation system of co-constructed Professional Bachelor degree activities in Tunisia. As an expert evaluator, he participated in the evaluation of numerous projects and programs, in Higher education and scientific research both in Tunisia and internationally (INCO-Med, FP6 and AUF). He was a member of the National Committee for the Evaluation of Tunisian Higher Education (2003-2011). He participated in the Tempus AqiUmed project “Strengthening internal quality assurance at universities in the Mediterranean Algeria, Morocco, Tunisia” (2010-2013) and in its preparation phase (2009-2010). He provided expertise and intervention in the Support Program for the Higher Education and Scientific Research Sector Policy in Algeria: Sectoral, Institutional and Quality Support. In 2017, he was selected as an expert in the program supporting the operationalization of the National Agency for Evaluation and Quality Assurance (ANEAQ) of Higher Education and Scientific Research in Morocco. During his long career of 35 years, he acquired a good knowledge of the higher education systems of the Maghreb.

Keynote abstract: L’évaluation institutionnelle dans l’enseignement supérieur : un levier vers la haute qualité

Les systèmes d’enseignement supérieur sont appelés à se rénover continuellement. Plusieurs réformes sont en cours en pays de développement. Des instances d’évaluation, d’assurance qualité et d’accréditation se mettent en place. Des pays ont déjà des traditions bien ancrées d’évaluation. D’autres s’y mettent progressivement. Les moyens et le savoir-faire dans ce domaine sont généralement des leviers importants pour la réussite de ces réformes. Parmi ces moyens, l’évaluation institutionnelle constitue une occasion particulièrement propice à l’amélioration de la qualité du systèmed’enseignement supérieur.C’est un domaine où l’adhésion des acteurs et la volonté de l’état sont déterminantes. Le papier apporte une réflexion sur l’évaluation institutionnelle en tant que levier de qualité important au développement du système d’Enseignement supérieur et sur sa mise en valeur. Il la situe dans la perspective d’un projet où chaque établissement du système se donne le moyen de vérifier dans quelle mesure il atteint les objectifs pertinents à sa mission, sur le plan local tout autant que national, et est apte à en rendre compte à la société. Il en précise les aspects les plus pertinents, les atouts et les écueils susceptibles de favoriser ou non l’implantation et la réalisation d’une démarche d’évaluation institutionnelle.
